Hiring Manager Note:
This is a critical role for the successful implementation of the ECM (Enterprise Case Management) system. Candidates must have experience with Medicare/Medicaid within the state of Pennsylvania. Only Pennsylvania residents will be considered.
Position Overview:
The Enterprise Project Manager (PM) will lead the implementation of a statewide Enterprise Case Management (ECM) system. This includes collaboration with executive leadership, internal program PMs, and HHS DC to ensure successful deployment and transition from legacy systems. The PM is expected to develop subject matter expertise in statewide case management and support the onboarding of multiple program offices to the ECM platform.
Objectives of the Engagement:
- Serve as the primary Enterprise Project Manager for ECM system implementation
- Lead governance communication with stakeholders, executive leadership, and HHS DC
- Develop and manage plans to onboard program offices to the ECM system
- Create and execute strategies for decommissioning legacy systems post-implementation
- Gain SME-level understanding of case management operations across agencies

Required Skills and Experience:
- 7 to 9 years of experience managing large-scale technical and enterprise IT projects
- Strong background in enterprise solution implementation
- Proven leadership with large project teams and cross-department collaboration
- Expertise in project budgeting, scheduling, reporting, and risk management
- Strong communication skills, both verbal and written
- Effective in stakeholder management, conflict resolution, and decision-making
- Demonstrated ability to work independently and drive projects to completion

Preferred Qualifications:
- PMP Certification from the Project Management Institute (PMI)
- Four-year college degree or equivalent technical study
- Experience with Pennsylvania state Medicare/Medicaid systems

Additional Requirements:
- Must be a current resident of Pennsylvania
- Must be able to pass a criminal background check
- Pennsylvania State Police (PSP) PATCH report required for security clearance
- Availability to commute for in-person meetings on the first Wednesday of each month, or as needed based on agency policy
